If you are receiving this error code as I was and I tried everything to get Windows/Microsoft to upload updates, I found out for me all I had to do was click on Tools, then click Internet options, then Advanced, and near the bottom, I had 2 boxes, 1 said restore Advanced Setting and the other was Reset. I click on the Reset button, thus resetting my brower and immediatley got the shield saying updates were ready to download. I hope this will help others if you are having the same problem.
